Calvary Bilingual Multicultural Center and Tubman Elementary School
Neighborhoods included in this ward for participation in the SPARK initiative are Mount Pleasant, Columbia Heights and Park View. According to year 2000 indicators of child well-being, 35% of the child population in these neighborhoods lived in poverty. (DC Agenda)
Calvary Bilingual Multicultural Learning Center (The Learning Center) has evolved into a full-service education and family support entity serving over 400 children ages 0-18 and families. The anchor of the center is its full-day, year-round bilingual pre-school program for children ages two to five. Other services offered by Calvary include a family institute, healthy families program for first-time parents, a technology learning center, multidisciplinary arts opportunities, tutoring, and professional development training. The learning center strives to be an integral part of the neighborhood environment in which culturally rich but economically poor working families and their children reside. Many of the families served are first generation immigrants whose first language is Spanish. Children from The Learning Center feed into four public schools; Tubman Elementary is one of these schools.
Tubman Elementary School will serve as the first partner elementary feeder school for the SPARK initiative in this ward. Of the children attending Tubman, 46.7% are African American, 48.5% are Latino, 0.5% are White, and 4.3% are Asian. Ninety seven percent (97%) of the students attending this school are eligible for free or reduced lunch (DCPS).

Ward 7:
Kenilworth Parkside and Kenilworth Elementary School
Neighborhoods included in this ward for participation in the SPARK initiative are Eastland Gardens, Kenilworth, Deanwood, Burrville, Grant Park, Lincoln Heights, Fairmont Heights, Mayfair, Hillbrook and Mahaning Heights. According to year 2000 indicators of child well-being 35% to 43% of the child population in these neighborhoods lived in poverty (DC Agenda).
Kenilworth-Parkside Recreation Center includes a day care center operated under the auspices of the District of Columbia Parks and Recreation. Kenilworth-Parkside provides full-day child care. Children served range in age from 2 through 5 years old and remain in the program until they start Kindergarten. Other services offered beyond the childcare and preschool program include health screening and referrals, lunch and snack food service, and parent education programs. One hundred percent (100%) of children and families served African American. Approximately 80% live in Ward 7 and the remaining are children of parents who commute to work in the area. The majority of the children who attend Kenilworth-Parkside feed into Kenilworth Elementary School.
Kenilworth Elementary School will serve as the first partner elementary feeder school for the SPARK initiative in this ward. One hundred percent (100%) of the children attending Kenilworth are African American with 90% of these children eligible for free or reduced lunch. (DCPS)

Ward 8:
Frederick Douglass II Center and Turner Elementary School
Neighborhoods included in this ward for participation in the SPARK initiative are Douglass, Shipley Terrace, Congress Heights, Bellevue, and Washington Highlands. According to year 2000 indicators of child well-being 46% to 56% of the child population in these neighborhoods lived in poverty (DC Agenda).
The Frederick Douglass II Center is a District of Columbia Public School Head Start program that provides multiple services including education, family support, health and dental services for children in the community. The center serves infants to four-year olds. Additional services operated out of the Center include a community Wellness Clinic, a teenage Pregnancy Prevention Program, and a network of family child care providers in the community. Although some Latino families live in the neighborhood, the current population of children served by the Center is 100% African American. Children leaving Frederick Douglas typically attend Turner Elementary School.
Turner Elementary School will serve as the first partner elementary feeder school for the SPARK initiative in this ward. Over ninety-nine percent (99.6%) of the children attending Turner are African American and 0.4% are Latino. Ninety-One percent (91%) of these children are eligible for free or reduced lunch. (DCPS)
